You work with your client to design a page that works. "Works" is
defined as: Accomplishes their goals.
The solution is: You design. You can slice the graphic and make it
into a table, or you can do what a designer does --look at the
elements and the client's message and -design- a page that does the
job, with the graphic and text elements placed to work.
Then you test. You test the layout in a range of platforms and
browsers. You test the layout and the navigation with target
customers.
If the client insists on the PSD file, sliced, diced, and placed,
then you do it or dump the client. There are always choices.
